In a large skillet over medium heat, brown the ground beef until fully cooked, about 5-7 minutes. Drain excess fat if necessary.
Add the diced onion and bell pepper to the skillet and sauté for about 3-4 minutes until they begin to soften.
Stir in the minced garlic and cook for an additional 1 minute until fragrant.
Add the black beans, diced tomatoes, corn, chili powder, cumin, paprika, salt, and pepper. Stir well to combine and bring to a simmer. Cook for about 5-7 minutes, allowing the flavors to meld.
Sprinkle the shredded cheddar cheese over the top and cover the skillet. Cook for another 2-3 minutes until the cheese is melted.
Remove from heat and garnish with fresh cilantro if desired. Serve hot with tortilla chips or warm tortillas.
