Preheat your oven to 350°F (175°C) and line a baking sheet with parchment paper.
In a medium bowl, whisk together the flour, baking soda, and salt. Set aside.
In a large mixing bowl, cream together the softened butter, granulated sugar, brown sugar, and vanilla extract until smooth and fluffy.
Add the eggs one at a time, mixing well after each addition.
Gradually add the dry ingredients to the wet mixture, stirring until just combined. Fold in the chocolate chips.
Scoop about 2 tablespoons of cookie dough and flatten it in your palm. Place about 1 tablespoon of brownie batter in the center and fold the cookie dough around it, sealing it completely.
Place the stuffed cookie dough balls on the prepared baking sheet, spacing them about 2 inches apart.
Bake for 12-15 minutes or until the edges are golden brown. The centers may look slightly underbaked; they will continue to cook as they cool.
Allow the cookies to cool on the baking sheet for 5 minutes before transferring them to a wire rack to cool completely.
