Prepare the rice according to package instructions and keep warm.
In a bowl, mix the ground beef with salt, pepper, and soy sauce until well combined. Form into four equal patties.
Heat the vegetable oil in a large skillet over medium-high heat. Cook the patties for about 4-5 minutes on each side, or until they reach your desired doneness. Remove from the skillet and set aside.
In the same skillet, crack the eggs and cook sunny-side up or to your preference, about 3-4 minutes.
To assemble, place a scoop of rice on each plate, top with a beef patty, and then add a fried egg on top. Pour warm brown gravy over the entire dish.
Garnish with chopped green onions if desired and serve immediately.
